When it comes to the Law, you get into the basics of causing harm to others. In many instances, laws exist because people and things get damaged when Sentient 'A' fails to consider the consequences of their actions and Sentient 'B' is injured or killed as a result.

Note that the injuries to Sentient 'B' don't have to be physical. They can be financial, emotional or even something as vague as reputation.

Things get rough when dealing with different value sets. One sentient's standard operating procedure may be considered normal for their social group but be a major cause of grief for another sentient. There are lots of examples of this in the universes.

As far as the United States, the Law and Sentients, I suspect that there will be a lag time when centaurs and other non-human sentients fall into a legal twilight zone as case law catches up. Thankfully the US has evolved to the point that some people actually think before automatically saying that obvious sentients are animals.
