I imagine it all depends on what you consider a 'taur to BE. If you mean a human torso grafted onto an equine body, then I doubt if it is possible...too many basic biological/anatomical incompatabilities.
On the other hand...if a 'taur is a biological species in it's own right in some other parallel universe,then those difficulties don't apply
